The American Red Cross Tsunami Recovery Program (TRP) has been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities will focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. In response to the December 26 tsunami and earthquake in Asia and Africa, the American Red Cross seeks an experienced professional to oversee the day-to-day operations of TRP in Calang, Indonesia. This position reports to the Senior Field Representative – Indonesia. Calang is a small, remote town almost totally decimated by the tsunami. The office manages a portfolio of water and sanitation, psychosocial support, disaster preparedness, and health programs. There are some local staff, but many are from other areas of Indonesia and foreign countries. Logistics and general support to these staff is a major issue for this program, as is coordination within the program team and with other Red Cross entities.
The Head of Office, Calang will oversee the day-to-day operations of the Tsunami Recovery Program (TRP) in Calang, Indonesia. S/he will oversee administrative and logistical support for a growing team expected to reach approximately 100 expatriate and locally hired program staff. S/he reports directly to the American Red Cross Senior Country Representative for Indonesia. Specific responsibilities include: Supervise and provide training and support to the administrative and logistical staff in the Calang office. Ensure coordination and reporting to the American Red Cross office in Banda Aceh. Work closely with the Head of Finance, Head of Operations, Logistics and Procurement Delegate, and HR Manager (all based in Banda Aceh) to ensure adequate support to Calang-based staff. Work with staff to establish clear standard operating procedures for the Indonesia Delegation in Calang, in accordance with American Red Cross and Red Cross/Red Crescent Movement policies. Together with the HR Manager and in accordance with American Red Cross policy, establish effective systems for recruiting, hiring, orienting, and addressing the HR concerns of national and expatriate staff in Calang. Ensure compliance with all American Red Cross and Red Cross/Red Crescent Movement rules and regulations. Help to train and build the capacity of Calang-based national staff in administration, office management and procurement/logistics. Coordinate different program sectors and program support activities. Represent ARC to local authorities. Coordinate with the International Federation of Red Cross and Red Crescent Societies in Calang, which helps provide services to all Red Cross and Red Crescent Societies operating in Calang. Ensure staff are comfortable in their living situation and have the tools to complete their work.
Bachelor’s degree in business, management, public administration, or related field. Advanced degree preferred. Five to seven years’ experience in progressively more responsible positions, including at least three years’ experience supervising office management and/or logistics/procurement. Field experience internationally in managing support to large-scale operations, preferably in the non-profit sector, including budgeting and financial experience, general office processes/systems supervision, and compliance required. Experience in Asia required. Familiarity with Red Cross/Red Crescent Movement helpful. Excellent verbal and written communication skills required. This position will be based in Calang and will require up to 40 percent travel within Indonesia. Experience in and willingness to live in a remote area and comply to a somewhat restrictive social environment.
